Report from the Joint Annual Meeting of ILAC and IAF

A joint annual meeting of international accreditation organizations IAF and ILAC was held in Frankfurt from 21 to 31 October 2019. The Joint General Assembly of these organizations has decided to endorse the recommendation of the Joint Executive Committee regarding establishing a single international accreditation organization based on the results of research carried out to support the IAF 2020 - 2025 and ILAC 2021 - 2025 Strategic Plans.

Resolutions adopted at the 23rd ILAC General Assembly


ILAC Resolution GA 23.02
The General Assembly welcomes the extension and inaugural signing of the ILAC Arrangement to include the accreditation of proficiency testing providers using ISO/IEC 17043.

ILAC Resolution GA 23.03
The General Assembly confirms the results of the electronic ballot to accept the following organisation as an Associate: Systéme Ouest Africain d'Accréditation (SOAC), Côte D'Ivoire.


ILAC Resolution GA 23.04
The General Assembly notes the decision of the ILAC Arrangement Council to accept the evaluation and extension of the recognition to the ILAC MRA for the following regional cooperation body:

  • Asia Pacific Accreditation Cooperation Incorporated (APAC), extension for Proficiency Testing Provider (ISO/IEC 17043)

ILAC Resolution GA 23.05
The General Assembly welcomes the following new signatories to the ILAC Arrangement for the accreditation scopes listed:

ILAC Resolution GA 23.06
The General Assembly ratifies the Executive Committee decision to admit the following organisation as an Affiliate:

  • Ghana National Accreditation Service (GhaNAS), Ghana.

ILAC Resolution GA 23.14
The General Assembly approves the proposal from the Executive Committee to amend the payment period for the ILAC annual membership fees from 90 days to 60 days with the proposed date of implementation as 1 January 2021.

ILAC Resolution GA 23.15
The General Assembly approves the continuation of the provision of the ILAC Secretariat by NATA, Australia for a two year period from 1 January 2020 to 31 December 2021 with the option to extend for up to an additional two years in accordance with the Deed of Agreement proposed by the Executive Committee.

ILAC Resolution GA 23.16
The General Assembly accepts the results of the ILAC Secretariat Study as the basis for ILAC’s position in future discussions on the provision of the Secretariat for a single international organisation for accreditation.

ILAC Resolution GA 23.17a
The General Assembly approves the adoption of the change in the fee formula proposed by the Executive Committee to take into consideration the one vote per member in accordance with the deed of amendment of the articles of association adopted under ILAC Resolution GA 23.17. The date of implementation will be January 2020.

ILAC Resolution GA 23.19
The General Assembly, acting upon the recommendation of the Executive Committee, approves the adoption of the Revised ILAC Bylaws, document ILAC Bylaws Draft 11 Dated 2019-09-14 Clean, distributed to ILAC members on 20 September 2019. The revised ILAC Bylaws will come into force on the date the notarial deed of amendment of ILAC articles of association has been executed.


ILAC Resolution GA 23.20
The General Assembly endorses the Executive Committee recommendation to appoint an Acting Chair of the ILAC Marketing and Communications Committee from the nominations received as a result of the member consultation process for a period of 1 year commencing December 2019.

ILAC Resolution GA 23.22
The General Assembly endorses the withdrawal of ILAC G11:07/2006 ILAC Guidelines on Qualifications & Competence of Assessors and Technical Experts.

Resolutions adopted at the 33rd IAF General Assembly

IAF Resolution 2019-14 – (Agenda Item 9) Endorsement of ISO/IEC 17029:2019 as a Normative Document - The General Assembly, acting on the recommendation of the Technical Committee, resolved to endorse ISO/IEC 17029:2019, when published as an IAF normative document.

IAF Resolution 2019-15 – (Agenda Item 9) Accredited Certification Only Issued Against Normative Documents That Contain Requirements - The General Assembly, acting on the recommendation of the Technical Committee, resolved that accredited certification shall only be issued against documents/standards that contain requirements.

IAF Resolution 2019-16 – (Agenda Item 9) Withdrawal of IAF MD3:2008 - Advanced Surveillance and Recertification Procedures - The General Assembly, acting on the recommendation of the Technical Committee, resolved to immediately withdraw IAF MD3:2008 Advanced Surveillance and Recertification Procedures (ASRP), Issue 1, Version 2, issued on 01 February 2008. Certification bodies will have one year following withdrawal, to transition their certified organizations away from IAF MD3.

IAF Resolution 2019-17 – (Agenda Item 9) Transitional Arrangements for ISO 22301:2019 - The General Assembly, acting on the recommendation of the Technical Committee, resolved that the Transitional Arrangement for the Revision of ISO 22301 Societal security – Business continuity management systems – Requirements be three years from the last day of the month of publication of the revised standard.


All ISO 22301:2012 certifications shall expire or be withdrawn at the end of the transition period.


Within this transition timeline:

  • ABs shall be ready to carry out transition assessments for ISO 22301:2019 within six months from the last day of the month of publication of the revised standard.
  • CABs shall complete the transition with ABs for ISO 22301:2019 within 18 months from the last day of the month of publication of the revised standard.
  • CABs shall cease conducting initial and recertification audits to ISO 22301:2012 18 months from the last day of the month of publication of the revised standard.

IAF Resolution 2019-18 – (Agenda Item 9) Transitional Arrangements for ISO 14064-3:2019 - The General Assembly, acting on the recommendation of the Technical Committee, resolved that the transition arrangement for the revision of ISO 14064-3 shall be four years from 30 April 2019. Any Greenhouse Gas Validation and Verification engagements commenced after 30 April 2023 shall be performed to ISO 14064-3:2019.


Within this transition timeline:

  • ABs shall be ready to carry out ISO 14065 assessments using 14064-3: 2019 for conformity assessment schemes that reference ISO 14064-3 within 18 months from 30 April 2019.
  • Where local legislation/regulation requires accredited validation/verification referencing ISO 14064-3:2006 and has not been amended to reference ISO 14064-3:2019, the use of ISO 14064-3:2006 in accredited validation/verification may be extended.

IAF Resolution 2019-19 – (Agenda Item 9) Transitional Arrangements for ISO 14065:202x - The General Assembly, acting on the recommendation of the Technical Committee, resolved that the transition arrangement for the revision of ISO 14065 shall be three years from the date of publication of ISO 14065:202x.Within this transition timeline:

  • ABs shall be ready to carry out transition assessment against the new version of ISO 14065 within 12 months from the date of publication.
  • All accreditation against the new version of ISO 14065 shall require accreditation to ISO/IEC 17029.
  • Where local legislation/regulation requires accredited validation/verification referencing ISO 14065:2013 and has not been amended to reference the new version of ISO 14065, the use of ISO 14065:2013 in accredited validation/verification may be extended.

IAF Resolution 2019-21 – (Agenda Item 10) Regional Accreditation Group IAF MLA Scope Extensions – The General Assembly noted the MLA scope extensions, since the 2018 General Assembly, of the following IAF Regional Accreditation Group members:

  •  IAAC - Sub-Scope: Level 4: ISO 50003; Sub-Scope: Level 5: ISO 50001
  •  APAC - Sub-Scope: Level 5: ISO 13485.

IAF Resolution 2019-22 – (Agenda Item 10) New AB IAF MLA Signatories – The General Assembly noted the admissions to the IAF MLA, since the 2018 General Assembly, of the following IAF Accreditation Body Members:

  • MOLDAC Republic of Moldova (EA) - Main Scope: Product Certification – ISO/IEC 17065; Main Scope: Management Systems Certification – ISO/IEC 17021-1; Sub-Scopes: Level 4: ISO/TS 22003, ISO/IEC 17021-3; Sub-Scopes: Level 5: ISO 22000, ISO 9001;

IAF Resolution 2019-24 – (Agenda Item 10) IAF MLA Sub-Scope Extension to ISO 45001 - The General Assembly, acting on the recommendation of the Executive Committee, endorsed the extension of the IAF MLA under the Main Scope of Management Systems Certification – ISO/IEC 17021-1 to the Sub-Scope ISO/IEC TS 17021-10 as Level 4 Sub-Scope and ISO 45001 as Level 5 Sub-Scope in accordance to IAF PL3 Policies and Procedures for the Expansion of the Scope of the IAF MLA.

IAF Resolution 2019-25 – (Agenda Item 10) IAF MLA Scope Extension to ISO/IEC 17029 - The General Assembly, acting on the recommendation of the Executive Committee, endorsed the extension of the IAF MLA under the IAF Level 2 Validation and Verification to ISO/IEC 17029 as new IAF MLA Level 3 standard in accordance to IAF PL3 Policies and Procedures for the Expansion of the Scope of the IAF MLA.
