Joint annual IAF & ILAC meeting was held
International activitiesAnnual meeting of the International Accreditation Forum (IAF) and International Laboratory Accreditation Cooperation (ILAC) was held in the period between 16th and 25th October 2013 in Seoul, South Korea. 23 resolutions were adopted at the 27th IAF General Assembly, held in the said period, whereas the most important ones were as follows:
- IAF Resolution 2013–12 on endorsement of ISO/IEC TS 17021-3:2013 as a normative document to be applied in conjunction with ISO/IEC 17021 for QMS, while the General Assembly further agreed that the deadline for conformance to ISO/IEC 17021-3 will be two years from the date of publication (2nd May 2015);
- IAF Resolution 2013–13 on endorsement of ISO/IEC 27001:2013 as a normative document, whereas the General Assembly further agreed that the deadline for conformance to ISO/IEC 27001:2013 will be two years from the date of publication (1st October 2015) and one year after publication of ISO/IEC 27001:2013, all new accredited certifications issued shall be to ISO/IEC 27001:2013;
- IAF Resolution 2013–14 on endorsement of Revision of ISO/TS 22003:2007 as a normative document, whereas the General Assembly further agreed that the transition period for the next revision of ISO/TS 22003:2007 will be three years from the date of publication;
- IAF Resolution 2013–15 on endorsement of Revision of ISO 9001:2008 as a normative document, whereas the General Assembly further agreed that the transition period for the next revision of ISO 9001:2008 will be three years from the date of publication;
- IAF Resolution 2013-18 on the endorsement of the GlobalG.A.P. Integrated Farm Assurance scheme (General Regulations and related Control Points and Compliance Criteria) as a sub-scope, under the main scope of ISO/IEC Guide 65/17065 Product, of the IAF MLA;
- IAF Resolution 2013-19 - the General Assembly resolved that IAF PL5 be revised to include the Terms of Reference for an Accreditation Body Information Exchange Group;
- IAF Resolution 2013–10 - the General Assembly received the Secretary’s report on the admission of the African Accreditation Cooperation (AFRAC) and the Arab Accreditation Cooperation (ARAC) as Special Recognition Organizations - Regional Accreditation Bodies;
- IAF Resolution 2013–17 - the General Assembly noted the admissions to the IAF MLA and MLA scope extensions of the following IAF Members:
- INDECOPI Peru (IAAC) – Main scope ISO/IEC Guide/17065 Product,
- BoA Vietnam (PAC) – Main scope ISO/IEC Guide/17065 Product,
- NABCB India (PAC) – Main scope ISO/IEC Guide/17065 Product,
- DAC United Arab Emirates (PAC) – Sub-scope ISO 9001 i ISO 14001,
- IA Japan Japan (PAC) – Main scope ISO/IEC Guide/17065 Product,
- PNAC Pakistan (PAC) – Sub-scope ISO 9001 i ISO 14001 and
- ECA Costa Rica (IAAC) – Sub-scope ISO 14001.
19 resolutions were adopted at the 17th ILAC General Assembly (ILAC GA), whereas the most important ones were as follows:
- ILAC Resolution GA 17.10 confirms that ILAC will not accept applications for peer evaluation from accreditation bodies that are eligible to apply for signatory status to a current Recognised Regional Cooperation MRA/MLA;
- ILAC Resolution GA 17.04 the General Assembly welcomes the following new signatories to the ILAC Arrangement for the accreditation scopes listed:
- Joint Accreditation System of Australia and New Zealand (JAS-ANZ), Australia/New Zealand, for inspection,
- Belgian Accreditation Structure (BELAC), Belgium, for extension of scope to include inspection,
- Institute for Accreditation of Bosnia and Herzegovina (BATA), Bosnia and Herzegovina, for calibration, testing (ISO/IEC 17025), and inspection,
- General Coordination for Accreditation (CGCRE), Brazil, for extension of scope to include inspection,
- Quality Management Program – Laboratory Services (QMP-LS), Canada, for testing (ISO 15189),
- Cyprus Organisation for the Promotion of Quality (CYS) Cyprus Accreditation Body (CYSAB), Cyprus, for extension of scope to include inspection,
- Hellenic Accreditation System S.A (ESYD), Greece, for extension of scope to include inspection,
- Oficina Guatemalteca de Acreditación (OGA), Guatemala, for extension of scope to include inspection,
- National Accreditation Board for Certification Bodies (NABCB), India, for inspection,
- National Accreditation Body of Indonesia (KAN), Indonesia, for extension of scope to include testing (ISO 15189),
- L’Ente Italiano di Accreditamento (ACCREDIA), Italy, for extension of scope to include inspection,
- Jamaica National Agency for Accreditation (JANAAC), Jamaica, for testing (ISO/IEC 17025),
- The Kyrgyz Center of Accreditation (KCA), The Kyrgyz Republic, for testing (ISO/IEC 17025),
- National Institute for the Defense of Competition and Protection of Intellectual Property – National Accreditation Service (INDECOPI–SNA), Peru, for calibration, testing (ISO/IEC 17025) and inspection,
- ANSI-ASQ National Accreditation Board doing business as ACLASS & FQS, USA, for extension of scope to include inspection,
- International Accreditation Service, Inc (IAS), USA for extension of scope to include inspection, and
- Bureau of Accreditation (BoA), Vietnam, for extension of scope to include testing (ISO 15189).
- ILAC Resolution GA 17.12 approves the introduction of a membership application fee of AUD 500 effective as of 1 January 2014;
- ILAC Resolution GA 17.13 confirms the ILAC MRA Mark extension for use by accredited inspection bodies, and notes the on-going ILAC-MRA Mark registration work;
- ILAC Resolution GA 17.16 - the General Assembly endorses the recommendation from the Laboratory Committee, that ILAC in its capacity as an A Liaison organisation to ISO, request that ISO/CASCO establish a new work item to comprehensively revise ISO/IEC 17025:2005 as soon as practicable, whereas the final decision thereon will be made by ILAC by 1st February 2014 after having consulted NAB laboratories.
