Training for reference materials was held - ISO 17034:2016

During the previous week, in the Palace of Serbia, with the help of TAIEX training was held for the accreditation of reference materials according to the standard ISO 17034:2016.

The training was held by colleagues from Greece: Dr. Ioannis Sitaras, director of the department for the accreditation laboratories in the Hellenic Accreditation System (ESYD), and Dr. Harris Alexopoulos, manager of the National Laboratory for Food Testing.

The Accreditation Body of Serbia (ATS) is pleased to announce the successful completion of the training "TAIEX Expert Mission on ISO/IEC 17029 and ISO/IEC 14065" , which was held from September 4 to 8, 2023, at the premises of the Ministry of Economy, Resavska 24 in Belgrade.

The training was attended by representatives of ATS, as well as technical experts in the field of greenhouse gases (GHG). Experts in front of TAIEX gave the training: Casper van Erp and Harmke Immink, who are widely recognized experts in the field of accreditation in the context of ISO/IEC 17029 and ISO/IEC 14065 standards.

In cooperation with the Associate of Fine Artists of Serbia (ULUS) on their official website, from August 24, 2023, a competition for the conceptual solution of the mark (logo) of ATS was opened.

The contest is open until September 25, 2023. All legal and natural persons have the right to participate in the competition by delivering their works to the address: ats.konkurs@ulus.rs.

ATS in a study visit to TURKAK to strengthen cooperation in the implementation of digital technology in the accreditation process

The Accreditation Body of Serbia (ATS) conducted a successful study visit to the Turkish Accreditation Body (TURKAK), in Ankara, Turkey (07.08.2023), in order to achieve better cooperation between the two countries in the field of application of digital systems in the accreditation processes. This visit marked an essential step towards the improvement of accreditation and standardization in Serbia through the exchange of experiences and visions.

Notification to inspection bodies in the field of inspection of installations and devices for fire and explosion protection

Notification on changes in the way of expressing the scope of accreditation in the field of inspection of installations and devices for fire and explosion protection (K-15) and changes in the application of accreditation requirements for the purpose of authorizing inspection bodies

Having in mind the observed problems in the application of the Rulebook on special conditions that shall be met by legal entities that receive authorization to perform the tasks of inspection of installations and devices for extinguishing fires and installations of special systems (‘’Official Gazette of the RS’’, No. 52/15 and 59/16) faced by the economy, and after several consultative meeting with the Ministry of Internal Affairs, a new way of expressing the scope of accreditation of inspection bodies in the field of inspection of installations and devices for fire and explosion protection for the purpose of authorization was determined and the requirements for accreditation of inspection bodies were changed for the purpose of authorization.

Director of ATS appointed

The Management Board (MB) of the Accreditation Body of Serbia (ATS), at its 12th session held on 07.04.2023, passed a Decision proposing to the Government of the Republic of Serbia the appointment of Dragan Pušara as Director of ATS following the previously announced public competition for the selection and appointment of the Director of ATS, which was announced on 15.03.2023 by the Decision of the MB of ATS.

Based on the above, the following Decisions were published in the Official Gazette of the RS No. 55 on 07.07.2023, which have legal effect from that date:

  • Decision of the Government of the RS 24 No. 119-5808/2023 from 07.06.2023 on the dismissal of Dragan Pušara from the position of Acting Director of ATS and
  •  Decision of the Government of the RS 24 No. 119-5809/2023 from 07.06.2023 on the appointment of Dragan Pušara as director of ATS for a term of five years.

The CEN/CENELEC 2023 General Assembly was held

This year's session of the General Assembly of the European Committee for Standardization, CEN and CENELEC was held from June 19th to 22nd, 2023 in Belgrade. This meeting was hosted for the first time by the Institute for Standardization of Serbia (ISS). 

During this period of the General Assembly session, numerous meetings were held: meetings of the administrative boards of these organizations, then joint and individual assemblies of CEN (59th) and CENELEC (65th), as well as several bilateral talks. More than 200 representatives of national standardization bodies from 34 countries around the world participated in the meetings, where further directions for the development of European standardization were decided.

Congratulations on June 28th - Accreditation Day in the Republic of Serbia

The Accreditation Body of Serbia hereby congratulates June 28th - Accreditation Day in the Republic of Serbia, to all assessors and technical experts, members of ATS bodies and organs, representatives of ministries and professional associations, accredited conformity assessment bodies, as well as ATS employees.

On this day, exactly 23 years ago, the Accreditation Body of Serbia awarded the first accreditation, and the ATS Statute defined this date as Accreditation Day in the Republic of Serbia, which we celebrate with pride all these years.

Also, an important date, not only for us but for the whole world, is June 9th, when World Accreditation Day is celebrated across the planet, which we celebrated this year in the ceremonial hall of the National Bank of Serbia. On that occasion, the 25th anniversary of our institution was marked with the presence of the founders of accreditation in our country as well as the first people of the institution of quality infrastructure. On June 9th, the Accreditation Body of Serbia (ATS) celebrated World Accreditation Day and 25 years since its foundation in the ceremonial hall of the National Bank of Serbia with the presence of the founders of accreditation in our country and the first people of the institutions of quality infrastructure. 

On this occasion, accreditation certificates were also handed over to accredited conformity assessment bodies that received or renewed accreditation in the period from January 2023 until this date.

We remind you that June 9th is the date that is celebrated all over the world as WAD, and it was established jointly by ILAC (International Laboratory Accreditation Cooperation) and IAF (International Accreditation Forum).

Highlights of the 53rd General Assembly

The 53rd European co-operation for Accreditation (EA) General Assembly (GA) on 24th-25th May 2023 took place in Dubrovnik, Croatia.

The General Assembly gathered around 90 participants from 45 National Accreditation Bodies (NABs), the EU Commission, Recognized Stakeholders, and the EA Advisory Board. Among those present was acting Director of the Accreditation Body of Serbia, Dragan Pušara, MSc. This joint meeting place was an opportunity for Dragan Pušara, M.Sc., on behalf of ATS, to sign a Memorandum of Understanding with the Moldovan accreditation body, MOLDAC. Collaborations like this further strengthen the partnership among EA members, opening the door for mutual growth and success.

World Accreditation themes in recent years have focused on how accreditation supports global issues, and this year's theme is: ‘’Accreditation: Supporting the future of global trade”. 

This theme aims to draw attention to how accreditation and conformity assessment are adapting to advances in technology, changes in consumer behavior and environmental regulations, new trust mechanisms, and changing business models.

PUBLICATION OF THE NEW ISSUE OF STANDARD ISO/IEC 17043:2023

International Laboratory Accreditation Cooperation (ILAC) published on its website news about the new issue of standard ISO/IEC 17043:2023 Conformity assessment — General requirements for the competence of proficiency testing providers.
At the ILAC General Assembly held in November 2022, a resolution was endorsed which allows a 3-year implementation period from the publication date of this revised standard, i.e. until 31st May 2026, as shown further in the ILAC Resolution GA 26.09.

The EA MLA Report provides information on the activities of the Multilateral Agreement Council (EA MAC Committee) which is responsible for the effective and impartial management and monitoring of peer evaluation and which makes decisions related to the achievement of the status of a signatory to a multilateral (EA MLA) or bilateral agreement (EA BLA) on the equivalence of the accreditation system at the level of the EA or the European Union (EU). The report provides an overview of the key activities implemented in the previous year and the decisions made concerning signatories.

The Accreditation Body of Serbia (ATS) hosted the 48th Committee for Multilateral Agreements of the European co-operation for Accreditation - EA MULTILATERAL AGREEMENT COUNCIL (MAC) MEETING. The meetings of the Committee were held on 26.04. and 27.04.2023 in the Nikola Tesla Hall's pleasant working atmosphere in the METROPOL PALACE hotel in Belgrade. This year's meeting of the Committee brought together 60 representatives, members of EA, from over 40 countries, and representatives of the MAC Management Group.

ATS Acting Director, M.Sc. Dragan Pušara opened this gathering, emphasizing the exceptional importance and role of the EA MAC Committee.

On April 21, the Accreditation Body of Serbia (ATS) participated in the CLAQ 365 symposium (Laboratory Accreditation and Quality Systems), which was held at the Mona Plaza Hotel in Belgrade. This was the 1st symposium related to the accreditation of medical laboratories and the new version of the ISO 15189:2022 standard. The symposium was accredited as international and many experts from abroad and from our country took part in it. Five more nationally accredited symposia are planned to be held.

The acting director of the Accreditation Body of Serbia, Dragan Pušara, M.Sc., addressed the attendees and spoke about the activities on the development of the accreditation scheme for medical laboratories according to the ISO 15189 standard

As in previous years, the consultation gathers experts in the field of quality – experts from science and business, with the aim of pointing out new trends and requirements for improving quality on the way to business excellence, with the possibility if exchanging experiences and socializing with business partners.

The new poster for this year’s World Accreditation Day has been selected - #WAD 2023

The International Accreditation Forum (IAF) and International Laboratory Accreditation Cooperation (ILAC), announced the winner of the poster design competition for this year’s WAD, on the theme: ‘’Supporting the Future of Global Trade’’, which is traditionally celebrated on June 9th annually.

Vivek Vardhan won first place among many designers and won a prize of $1,500. This colorful design is inspired by the Sanskrit phrase: ‘’Vasudhaiva Kutumbakam’’ which means: ‘’The world is one family’’, highlighting the importance of accreditation in promoting quality worldwide and facilitating trade as the global economy has gone through many challenges during the COVID-19 pandemic.

ATS is extending its scope of activity to the new type of accreditation

The Management Board of the Accreditation Body of Serbia, at its 8th session, held on January 27th, 2023, made the following decisions:

- the scope of activity of ATS is extended to a new scheme/type of accreditation of conformity assessment bodies according to the standard SRPS EN ISO 20387:2021 Biotechnology – Biobanking – General requirements for biobanking;

- the decision of the Management Board on the extension of the scope of activity of the Accreditation Body of Serbia – the accreditation scheme of validation and verification bodies, according to the standard  SRPS EN ISO/IEC 17029:2020 General principles and requirements for validation and verification bodies (transition of the SRPS ISO 14065:2016 to the standard SRPS ISO/IEC 17029:2020).

Notification of certification bodies for management system certification on the Plan for the transition to a new edition of the standard SRPS ISO/IEC 27001:2022

On 25.10.2022 a new edition of the standard was published ISO/IEC 27001:2022, Information security, cybersecurity, and privacy protection — Information security management systems — Requirements.

On 14.12.2022 Serbian standard SRPS ISO/IEC 27001:2022, Information security, cyber security, and privacy protection – Information security management systems – Requirements, was published in 2011, with the information that it has been translated and is in the ‘’10.99 Entered into the work program’’ phase. Information regarding the relevant Serbian standard can be found on the website of the Institute for Standardization of Serbia.

On 15.02.2023 the new issue of the document IAF MD26 was published, Transition Requirements for ISO/IEC 27001:2022 (IAF MD26:2023, Issue 2)

When considering the activities required for the certification body to transition to certification according to ISO/IEC 27001:2022, the requirements of the mandatory document IAF MD26, Transition Requirements for ISO/IEC 27001:2022 (from 09.08.2022) shall be taken into account.

A new issue of the standard was published ISO 15189:2022

We inform accredited medical laboratories and all interested parties that a new edition of the ISO 15189:2022 was published on December 6th, 2022.

In accordance with the resolution of the International Organization for Accreditation of Laboratories (ILAC Resolution GA 26.08), which was also adopted by the European co-operation for accreditation (EA Resolution 2022 (52) 16), it was determined that the transition period for the application of the new edition of the standard is three years from the date of its publication.

Ceremonial signing of the extension of the EA MLA agreement to the field of PT providers

Regarding the decision on the extension of the EA MLA agreement to PT providers (EN ISO/IEC 17043) which is valid from October 15th, 2022  during the 52nd session of the General Assembly of the European co-operation for accreditation (EA General Assembly) held in Brussels, on November 23rd and 24th, 2022, ATS was honored and recognized for the results of work in the field of accreditation of PT providers, by organizing a ceremonial signing of extension of the EA MLA agreement to the field of PT providers (EN ISO/IEC 17043).

Introductory workshop for the introduction of the CAF model in ATS

The introductory workshop for the introduction of the CAF model of quality management in ATS was held on November 16th and 17th, 2022. The lecturers at the training (CAF support team) are Goran Paštrović, an expert in front of the EU4PAR project and Danilo Rodić, in front of the Ministry of Public Administration and Local Self-Government, while participants are members of the self-assessment working group from among ATS employees.

During the two days of training, in a working and pleasant atmosphere, through theoretical lectures, practical examples and the exchange of experiences and knowledge, the main goals of the workshop were achieved: to familiarize the participants with the systems and models of quality management according to the CAF model and to train them to perform self-evaluation of institution independently based for the development of an action plan/improvement plan.
