Note: New issue of Rules of Accreditation ATS-PA01

The Accreditation Body of Serbia publishes a new, thirteenth edition, Rules of Accreditation ATS-PA01.

Amendment of the Rules of Accreditation is a consequence of the harmonization with the Law on accreditation (‘’Official Gazette of the RS“ No. 73/2010  and 47/2021).

A transitional period for the application of the new Rules of Accreditation was determined, so that these Rules enter into force and shall be applied from November 1, 2021. Until then, the Rules of Accreditation ATS-PA01, edition twelfth from 12 of July 2019 shall be applied.

On June 28, 2021, the Accreditation Body of Serbia (ATS) organized a celebration on the occasion of the Accreditation Day in the Republic of Serbia, when the first certificate of accreditation was issued 21 years ago.


This was also an opportunity to mark and celebrate WAD, which is globally celebrated on June 9, a date jointly established by ILAC (International Organization for Laboratory Accreditation) and IAF (International Accreditation Forum).

Extension of the scope of ATS’s work to accreditation of certification bodies for certification of products, processes and services in the area covered by the Law on Contruction Products (Official Gazette of the RS, no. 83/2018) 


Law on Contruction Products (Official Gazette of the RS no. 83/2018 from October 29, 2018) recognized the role of accreditation in the procedure of notification of  a body for assessment and verification of continuity of performance, which is defined in Article 41 of the Law. It is prescribed that a body which has an accreditation certificate, meets the prescribed requirements for notification given in the law to the extent that the requirements are covered by the scope of accreditation, taking into account the procedures for assessing and verifying continuity of performance for construction products are covered by accreditation.

Due to the COVID-19 pandemic, General Assembly  (GA) of the European co-operation for Accreditation (EA), which lasted from 25-26 November 2020, took place entirely online.The General Assembly brought together over 80 participants from 50 national accreditation bodies (NABs), the European Commission, EC, recognized stakeholders and EA Advisory Board, with the participation of their chairpersons.

Work from home continues due to the aggravated epidemiological situation

The Accreditation Body of Serbia (ATS) informs all the clients and external associates the decision the ATS employees work from home during the aggravated epidemiological situation caused by coronavirus (SARS-COV-2) is still in force. Hence the continuity of ATS business activities is ensured.

ATS continues the implementation of all planned assessments by choosing those assessment techniques enabling confidence in competence, regularly reviewing all the relevant information received from conformity assessment bodies and their assessors and experts related to the epidemiological situation, while taking care to protect the health and safety of each assessment participant to the highest possible extent.

Depending on the further development of the situation, additional conformity of assessment plans will be implemented for certain conformity assessment bodies. We kindly ask you for your understanding. Competent Accreditation File Managers will inform you regularly.

Pursuant the Decision of the Director of ATS no. 1-02 / 2020-26 of 16 November 2020,  the Accreditation Body of Serbia (ATS) clients and external associates are being notified that the ATS employees will work from home during the aggravated epidemiological situation caused by the coronavirus (SARS-COV-2), in the period from 16 to 27 November 2020 in such a way to ensures the continuity of business activities, as was done earlier.

ATS continues the implementation of all planned assessments by choosing assessment techniques that provide confidence in competence, regularly reviewing all relevant information received from conformity assessment body and its assessors and experts, taking care to maximally protect the health and safety of each participant in the assessment.

The following rules of communication with ATS shall apply in the specified period:

- documents, reports, and any other records/documented information relevant to the implementation of the accreditation process are forwarded to ATS exclusively via e-mail to the competent contact persons or via the following e-mail address: office@ats.rs;

Note: other parties communicate with ATS via e-mail, by telephone, and exceptionally by regular mail;

- information can also be obtained by telephone at the appropriate telephone numbers listed in the Contacts section: HERE►;

- communication with the ATS employees is enabled via electronic or telephone communication (business mobile phone numbers are used) between 8 AM and 3 PM;

- all answers to questions / requests will, as a rule, be forwarded  to the applicant via e-mail;

Dear readers, we proudly present to you the 23rd edition of the ATS Bulletin. The topic of this issue is the new edition of ILAC-P15: 05/2020 for the application of ISO/IEC 17020:2012 - Conformity assessment - Requirements for the operation of various types of bodies performing inspection.

This document is used in the process of assessment of inspection bodies performed by accreditation bodies. Moreover, this document contains information pertaining to inspection bodies with respect to the application of the reference standard. The deadline for its application is November 2021. To familiarize the users with this document, we have presented the changes concerning its previous edition dated 2016 in detail and we have also highlighted the novelties.

The bulletin also refers to the adoption of new and amendments to the existing ATS documents, and EA and EA MLA Reports for 2019. Furthermore, the news from the world of accreditation, metrology, and standardization are contained in the new issue of the ATS Bulletin.

Regulation on stationary storage tanks

Accredited bodies are being notified that on the day Regulation on stationary storage tanks enters into force ("Official Gazette of RS", No. 50/19), Regulation on metrological requirements for vertical cylindrical tanks ("Official Gazette of SFRY", No. 3/85) shall cease to be valid.

Regulation on metrological requirements for horizontal cylindrical tanks ("Official Gazette of SFRY", No. 26/81) and Metrological guidance on examination of horizontal cylindrical tanks ("DMDM Gazette", No. 3/05) shall cease to be valid on December 31, 2020.

Bearing in mind that the above metrological regulations cease to be valid on December 31, 2020, verification of stationary storage tanks (horizontal cylindrical tanks) by the volumetric method by authorized bodies, without a calibration certificate issued by an accredited laboratory, can be performed until December 31, 2020. After that date, i.e. as of January 1, 2021, the verification of the tank (including the subject ones) will be performed, among other things, on the basis of an appropriate calibration certificate with the result of calibration performed by one of the prescribed methods (including the volumetric one) and issued by an accredited calibration laboratory in accordance with sections 1, 2 and 3 of Annex 2 to Regulation on stationary storage tanks.

Regulation on stationary storage tanks ("Official Gazette of the RS", No. 50/19) does not make changes that would affect modifications in the activities of conformity assessment bodies performing inspection activities. In this regard, and in order to make transition to operating according to the new Regulation, ATS will act as follows:

  • all accredited inspection bodies that have Regulation on metrological requirements for horizontal cylindrical tanks (Official Gazette of SFRY, No. 26/81) and Metrological guidance on examination of horizontal cylindrical tanks by volumetric method ("DMDM Gazette", No. 3/05) in their scopes which cease to be valid on December 31,2020 must submit the documentation proving that they have complied their operation with the requirements of the new Regulation by October 15,  2020 to ATS;
  • based on the submitted documentation, ATS will verify the changes/conformities that have been made by reviewing the submitted documentation and make an appropriate decision on accreditation;
  • if CAB does not submit the necessary documentation proving that it has complied its work with the requirements of the new Regulation, the Accreditation Body of Serbia will make a decision to reduce the scope of accreditation in the part of regulations that cease to be valid.

It is possible that the verification of changes is also assessed on site during the assessment of the conformity assessment body.

Members of the International Accreditation Forum (IAF) adopted a resolution on the transition period for ISO/IEC 27006: 2015 AMD 1: 2020 in the previous period

Transitional Arrangement for ISO/IEC 27006:2015 AMD 1:2020 - The General Assembly, acting on the recommendation of the Technical Committee, resolved that the Transitional Arrangement associated with ISO/IEC 27006:2015 AMD 1:2020 - Information technology - Security techniques - Requirements for bodies providing audit and certification of information security management systems – Amendment 1, will be two years from the last day of the month of publication of the amended standard.

Within this transition timeline:

ABs shall be ready to carry out transition assessments for ISO/IEC 27006:2015 AMD 1:2020, within eight months from the last day of the month of publication of the amended standard.

CBs shall have completed the transition to ISO/IEC 27006:2015 AMD1:2020, through office assessment, within 24 months from the last day of the month of publication of the amended standard.

The Accreditation Body of Serbia (ATS) will implement the transition to ISO/IEC 27006: 2015 AMD 1: 2020 through the assessments of certification bodies, after the adoption of this IAF decision by the European Accreditation Organization (EA). Further information regarding this matter will be published on the ATS website after the EA adopts this decision.

Note 1: ISO/IEC 27006:2015 AMD 1:2020, was published on the 27 March 2020.

Note 2: The transition is not a routine transition from one version of a standard to another. The transition only relates to the specific changes detailed in Amendment 1:2020.

The ATS activities in the period from July 20-31, 2020

Following the Decision of the Director of ATS no. 1-02/2020-19 of July 2, 2020, clients and external associates of the Accreditation Body of Serbia (ATS) are being notified of ATS carrying out the activities related to assessing conformity assessment bodies (CABs). In the period from 20-31 July, 2020, during the aggravated epidemiological situation caused by coronavirus (SARS-COV-2), ATS was taking the utmost care to protect its clients, their assessors and employees. Hence, it reduced the risk as much as possible and maintained the safety and health of employees, assessors, and employees of CABs.

Depending on the type of assessment (initial assessments, reassessments, regular assessments in the accreditation cycle-surveillance assessments, assessments aiming to extend the scope of accreditation...) different assessment techniques will be applied depending on the analysis within the defined Assessment Programme for each CAB:

1. All initial CAB assessments, assessments for extending the scope of accreditation, and reassessments including the extension of the scope of accreditation shall be performed both at the CAB location, as well as at the CAB location (s) where conformity assessment activities are performed. These assessments will be carried out in the terms agreed between CAB and ATS, provided that all prescribed epidemiological safety measures have been applied, which will be confirmed in writing by CAB and the assessment team.

2. Assessments in the accreditation cycle - surveillance assessments including an assessment to extend the scope of accreditation

2.1 If the request for extending the scope of accreditation refers to the field of ​​conformity assessment for which the CAB is already accredited, after analyzing its content, the assessment can be implemented using other assessment techniques, which do not include on-site assessment. During the assessment, it is possible to implement remote witnessing.

2.2 If the extension of the scope of accreditation refers to a new area of ​​conformity assessment, i.e an area for which the CAB is not accredited, the implementation of assessment at the CAB location will be decided on a case-by-case basis. Assessment at the CAB site or the site(s) where the CAB performs conformity assessment activities may be carried out provided that all prescribed epidemiological safety measures have been applied, which will be confirmed in writing by CAB and the assessment team.

 

3. Assessments in the accreditation cycle-surveillance assessments without assessments to extend the scope of accreditation

For all accreditation files that are to face the first assessment in the accreditation cycle (first accreditation cycle), ATS will form assessment programmes containing a risk analysis related to the proposed method of implementation of the assessment.

3.1 If the risk analysis demonstrates CAB has a stable management system, and that no nonconformities were identified during the initial assessment that could jeopardize the technical competence of CAB, that there are no changes in the CAB key staff, and if the technical possibilities allow it, the assessment will be performed using other assessment techniques (the review of documentation, file review, remote assessment, remote witnessing) in the planned terms, i.e. before the expiration of the period of 9 months from the date of accreditation being granted. Based on the assessment results, an appropriate decision on accreditation will be made, as well as a proposal for the implementation of assessment at the CAB location, taking into account that the period between the initial assessment and the next one at the CAB location can be no longer than two years.

3.2 If the risk analysis reveals there is a high level of risk in the accredited CAB activities (such as a large number of negative findings during the initial assessment, the findings that may jeopardize the technical competence of CAB, changes in the CAB key staff, operation-related complaints, etc.) the first surveillance assessment will begin in the planned time (within a period not exceeding 9 months from the date of accreditation being granted), in one of the following ways:

3.2. a) The first surveillance assessment shall begin no later than 9 months from the date of the accreditation being granted using the review of documentation and file review techniques. The results of this part of the assessment are part of the List of Findings. The elimination of any identified nonconformities begins immediately. When the conditions for the on-site assessment are created, it will be implemented in the scope provided by the Assessment Programme. Having completed the assessment, ATS shall make the appropriate decision.

3.2.b) If it is possible to conduct the first on-site surveillance assessment, ATS shall comply with the manner of conducting the on-site assessment for a period no longer than 9 months from the date of accreditation being granted. ATS shall decide on the implementation of the on-site assessment on a case-by-case basis.

3.3. Any other (surveillance) assessments in the accreditation cycle will be (if possible) implemented by using other assessment techniques, which do not include the on-site assessment. The assessment by other techniques (the review of documentation, file review, remote assessment, remote witnessing), which does not include the on-site assessment, lasts (the number of assessment days) as long as the on-site assessment.

4. Reassessments

4.1 Any reassessments which do not include an extension of the existing scope of accreditation (the required scope of accreditation for reassessment identical to the scope of current accreditation) will be carried out before the expiration of current accreditation using other assessment techniques (the review of documentation, file review, remote assessment, remote witnessing) in the planned terms. If the assessment results are positive, ATS shall decide on renewing the accreditation. Based on the results of the assessment, a decision shall be made on a possible assessment at the client's location as well as the time frame by which it needs to be carried out.

4.2 In case of a request for extension of the scope of accreditation in reassessment, the manner of assessment shall be planned on a case-by-case basis, following the content of the requested extension, and the allegations of cl. 2.1 and cl. 2.2.

ATS will monitor the epidemiological situation and all prescribed measures by the Government of the Republic of Serbia regularly. Consequently, it will continuously review all its decisions, and make appropriate decisions regarding which it will timely report to CABs and the public.

We would also like to inform you that ATS, with its decision no. 1-02/2020-20 dated July 17, 2020, reintroduced working from home for its employees to ensure the continuity of its activities in the period from 20-31 July, 2020. During that period, the following rules of communication with ATS shall apply:

- documents, reports, and any other records/documented information relevant to the implementation of the accreditation process are forwarded to ATS exclusively via e-mail to the competent contact persons or via e-mail: office@ats.rs;

Note: other parties shall communicate with ATS via e-mail, telephone, and exceptionally via regular post-office services;

- information can also be obtained by telephone by dialing the telephone numbers listed in the Contacts section;

Accreditation for the conformity assessment scheme in the field of measuring instruments that are component of medical devices

Rulebook on Amendments to the Rulebook on measuring instrument types that are subject to legal control ("Official Gazette of RS" No. 13/18, 45/19, 93/20) has been amended and entered into force on July 9, 2020. The Rulebook has been amended in such a way that the measuring instruments that are component of medical devices (no. 35 and no. 36 of the Table in Article 2) have been added, and which, according to Article 7, are verified by designated bodies. They must be accredited according to Article 9 of the Law on metrology ("Official Gazette of RS" No. 15/16).

In "Official Gazette of RS" no. 92/2020, the following Rulebooks have been published:

  • the Rulebook on electrocardiograph verification
  • the Rulebook on verification of measuring instruments that are component of Dialyzers
  • the Rulebook on verification of measuring instruments that are component of Defibrillators
  • the Rulebook on verification of measuring instruments that are component of Anesthesia Sets
  • the Rulebook on verification of measuring instruments that are component of Infusion and Perfusion pumps
  • the Rulebook on verification of  measuring instruments that are component of multifunctional devices for patient monitoring
  • the Rulebook on verification of measuring instruments that are component of ultrasonic physiotherapy devices
  • the Rulebook on verification of measuring instruments that are component of respirators
  • the Rulebook on the verification of measuring instruments that are component of neonatal and pediatric incubators and resuscitation hot tables
  • the Rulebook on the verification of measuring instruments that are component of high-frequency surgical knives and high-frequency surgical accessories.

All the activities regarding extending the field of ​ATS operation in this field of ​​conformity assessment have been completed as well in accordance with its procedures. Also, the document ATS-PA08, Fields of ATS activity, was updated.

A new Framework Partnership Agreement (FPA) for the period from 2019-2022 was signed with the European Commission at the end of 2018 and the European Free Trade Association (EFTA) at the beginning of 2019, aiming to enhance the cooperation with EA and its member states, encourage the EU policy and legislation development as well as transparent and fair trade in the European market.

In May 2019, a new EA MLA was launched for reference materials producers, and at the end of 2019, there were 8 national accreditation bodies assessed which confirmed they have met all the relevant requirements.

The first EA Report on the functioning of accreditation in Europe, as requested by the European Commission, was published in October 2019. The aim was to show how accreditation in Europe is accepted and used by European and national regulators as well as owners and users of private schemes, as a preferable tool to show the competence of conformity assessment bodies and how stable the accreditation system is.

TRANSITION PERIOD FOR ISO/IEC 17025 EXTENDED

As a result of the recent ILAC ballot the transition period for ISO/IEC 17025:2017 adopted as part of the ILAC Resolution GA 20.15 (November 2016) has been extended from 30 November 2020 to 1 June 2021. This extension has been granted to ensure all accreditation bodies and the accredited laboratories are able to achieve the remaining transitions in a robust manner under the restrictions imposed as a result of the global coronavirus disease 2019 (COVID-19) outbreak.

At the end of the transition period, the accreditation of a laboratory to ISO/IEC 17025:2005 will not be recognised under the ILAC Arrangement.  The ISO/ILAC ISO/IEC 17025:2017 Transition Communique available from https://ilac.org/about-ilac/partnerships/international-partners/iso/  has been updated to reflect this extension to the transition period.

The Accreditation Body of Serbia will continue the implementation of the remaining transitions through the assessments that are to come (as planned). It will be enabled, however, that assessments shall be implemented in such a way to include the necessary timeline difference with respect to the original plans, taking into account the circumstances resulting from the global pandemic, as well as the detailed risk analysis.

According to the current dynamics and information provided by accredited testing and calibration laboratories, it is planned that, all assessments will be completed by the end of November 2020 that will include the transition to the new edition of the standard.

The Accreditation Body of Serbia has made a successful transition to the new edition of the ISO/IEC 17011:2017

On May 26, 2020, the EA Multilateral Agreement Council (EA MAC) made a decision confirming the ATS successful transition from ISO/IEC 17011:2004 to the new edition of ISO/IEC 17011:2017. It was made by online voting based on the ATS Self-Assessment Report documentary assessment by the team leader.

Hence, ATS has confirmed the previously signed EA MLA on mutual recognition of the equivalence of accreditation systems signed by the EA members' accreditation bodies recognizing the equivalence and reliability of reports and certificates issued by conformity assessment bodies across Europe (the EA region). According to the EA MLA Council (EA MAC) schedule, there will be a regular peer evaluation of ATS on site by EA at the end of 2021.

The extension of all transition arrangements

Due to the current situation caused by the COVID-19 pandemic, International Accreditation Forum (IAF) has extended all transition arrangements for transition/migration to new versions of the standard by 6 months, and the transition periods are now as follows:

  • for the standard ISO 45001: 2018 - September 30, 2021,
  • for the standard ISO 22000: 2018 - December 31, 2021,
  • for the standard ISO 50001: 2018 - January 31, 2022,
  • for the standard ISO 22301: 2019 - April 30, 2023.

IAF still recommends that transition checks should be performed using remote assessment techniques.

IAF has also extended the deadlines for the implementation of mandatory documents by 6 months, so now the deadline for the implementation of IAF MD5:2019, IAF MD17:2019 and IAF MD22: 2019 is November 7, 2020.

The statement on the abolition of the state of emergency in the Republic of Serbia

To Whomever It May Concern,

In these challenging times, we are fully aware of the limitations the coronavirus pandemic has imposed on both our professional and personal lifestyles. In the light of this, all the measures have been taken to mitigate the consequences as much as possible, but the fact is they have made a significant impact on our lives.

It is immensely important for all of us to protect our health and ensure safety for each individual, continuing our business activities, which is our common goal when it comes to ensuring confidence in the validity of the testing/calibration/proficiency testing/inspection/certification results.

For this purpose, and bearing in mind the adoption of the Decision on the abolition of the state of emergency in the Republic of Serbia ("Official Gazette of RS", No. 65/2020 of May 6, 2020), ATS will continue its previous activities using all assessment techniques in the future (including on-site assessment), but the decision on the techniques that will be applied and in within what time frame will be made taking into account the risk analysis of conformity assessment activities performed within the scope of accreditation including a detailed risk analysis of each assessment techniques, and the on-site assessment.

The assessments at the ATS location will commence on June 8, 2020, by undertaking all the necessary measures recommended by the Government of the Republic of Serbia. If necessary and if all the necessary conditions for on-site assessment are met, they can be planned before the specified date.

In addition to following all official measures, it is up to us to implement additional safety measures that will protect health and ensure safety for each individual during the assessment.

Please keep in mind that the continuation of our business and goals such as the implementation of assessment in the planned time, obtaining accreditation, maintaining accreditation, extending the scope of accreditation, the transition to a new edition of the standard, in addition to trust in competence, will be based on confidence in safety, and on the fact that we have done everything in our power to protect the health of each individual.

In order to carry out our joint work in a planned and efficient manner, ATS will request from the accredited bodies, as well as those in the accreditation process, the relevant information necessary to perform the analysis and make a decision on upcoming assessments, as well as techniques to be used.
